By making budgeting more stable and predictable, Ohio budget conversations can focus more on improving value, such as by improving Ohio’s tax policies. Savings from scaling back low-value activities can provide the fiscal space for eventual elimination of the income tax. Ending the state’s income tax would give employers and employees in other states another financial incentive to live, work, and do business in Ohio—hopefully, while reversing the exodus from Ohio. And it would allow current Ohio families to keep more of their hard-earned income while making the state more affordable, creative, and dynamic.
