The demand for EdChoice vouchers has skyrocketed since the implementation of a universal voucher system. However the means testing aspect of the program is standing in the way of ensuring every single family in Ohio has access to EdChoice dollars to seek the educational model that works best for their child. We believe striking the wealth testing element will further eliminate barriers to educational freedom for all Ohio families. 

A truly universal school choice program would present itself in the form of an Education Savings Account (ESA).Even with EdChoice becoming universal in Ohio, those dollars still largely fund systems, not students. Students and families should be the primary decision-makers about education, not bureaucratic systems. An ESA functions very similarly to a health savings account (HSA) and allows families to make the decision where they spend their tax dollars on education for their child. AFP-Ohio still strongly supports The Backpack Bill – House Bill 11 – and will continue to pursue an ESA model in Ohio that funds families and maximizes flexibility.
